The current Central Manor Elementary School is located in Manor Township, on a 10 acre site in a rural area in the Central Manor area of the school district. The original school was constructed in 1936, with subsequent additions and renovations occurring in 1961 and 1988. The Central Manor Elementary School is a two story building with exterior brick veneer. The building structural system is a combination of masonry load bearing and steel frame structure with wood trussed roof framing over the original building and portions of the 1988 construction. Overall, the building has been well kept since the previous renovation, and is in relatively good condition. The lifespan of the major building components and operational systems is in the 25 – 30 year range and as such, the major systems such as HVAC, Electrical and Plumbing, are in need of upgrades to address physical plant, building code and energy efficiency needs. The roof shingles are in need of replacement, as well exterior windows and doors. Additional classroom space is needed to address increasing enrollment at the school. A comprehensive building project will serve to address the life-safety and building code needs, as well as the physical plant and educational program related needs and will serve to extend the life of the building and its operational systems. The administration office is currently located remote from the main entrance, which is not desirable from a security standpoint. The proposed building project will address this issue and create a security vestibule at the main entrance, which is preferred.
The Penn Manor School District is committed to meeting the educational needs of the students and families of its community. The proposed project is a direct result of an in-depth facility study of the Elementary School and District-Wide Facilities update, completed in January, 2009. The study included a review of current Demographics, as well as an analysis of the existing Central Manor Elementary School physical plant and the identified educational needs. The proposed renovation project will address the identified needs and effectively extend the life of the building and its operational systems.
The Penn Manor School District is looking to the future of our Communities and our World by considering the investment into the design of an energy efficient LEED Certified Green Building at the Central Manor Elementary School. Energy efficiency is not a new concept for Penn Manor School District, as the investment in Geothermal renewable energy heating and cooling systems in the previous renovation projects at Marticville Middle School, Letort Elementary School, Eshleman Elementary School and currently at the Martic Elementary School, have paved the way for the expansion of this concept to an even greater level. As the Design progresses, consideration of the environmental benefits will be weighed against first cost / payback analysis, as well as available Grants and additional funding from the Department of Education to offset some additional building costs.
The ultimate goal for the project is to maximize the investment in the renovations by creating a highly energy efficient school building, designed with the least impact to our environment as possible. The Penn Manor School District, with it’s commitment to pursue a LEED rated building at the Central Manor Elementary School, reinforces it’s commitment to wisely spending the taxpayers dollars and being a good steward of the environment.
